Description The Brantas River basin is located within the province of East Java in Indonesia. It has an area of approximately 11,800 square kilometres and makes up 25 percent of East Java's land area. The basin's population amounts to nearly 15 million. There are about 1,800 registered industries in Brantas, mostly located in the Greater Surabaya Area and Surabaya city. These businesses face increasingly growing water-related risks due to overallocation of water, heavy pollution of surface and groundwater, lacking law enforcement measures and reputational risks.

Good environmental performance of industries means complying with government regulations and national and international standards,which depends heavily on governmental capacity forlaw enforcement, local capacity and systems for ensuringcompliance as well asinterest, willingness and capacity of private sector to improve performance. Although there are industries in the Brantas basin that comply with national standards(like the mandatory environmental standard PROPER)and international standards (like ISO 14001and others), the uptake is still very lowand water pollution is a serious issue. The Environmental Protection Agency Surabaya indicated that many industries underpinthe relevance and need to comply with the national environmental standard PROPER, but are lacking the capacity and knowledgeto act upon this. Law enforcement, capacity and knowledge of government and service providers on compliance are also said to be weak.

Next to this, the Brantas basin consists of a large range in type and size of industries with each their own operational realities and challenges, requiring site (and thus industry) specific services to work towards better environmental performance. This leads to a gap between regulatorsand industry for ensuring environmental compliance in the Greater Surabaya Area.
